Has anyone seen this game before?

I've been gathering screenshots of this game, maybe a PS1 or N64 title?

Seems like your run of the mill platformer of the era; simple, recognizable main character, shitty graphics, the whole deal.

I guess when it's from isn't really important, what matters is that it doesn't seem to have ever released in any capacity. I literally can't find out who made it or what it was about, let alone get the fucking title.
